Our Testing Process
We put 46 primers for oily skin to the test, using them for four weeks. Our testers—all of whom had oily or combination skin—used the products as directed, at least twice per week. They then weighed in on application, noting how easily it went on and blended in; feel, texture, and comfort; finish and how it changed the look of their skin; and performance, specifying how well the product controlled oil and if it helped makeup last longer. We took all of this input and feedback into consideration to come up with this list of these 10 winners.
What to Keep in Mind
- Ingredients: Step one is to seek out formulas that contain oil-fighting ingredients; common ones include silica, kaolin clay, or charcoal. Or, you can look for ingredients that help to balance out your skin’s oil production, like niacinamide. If your skin is both oily and congested, Dr. Idriss suggests trying a primer with salicylic acid. This way, you can treat blemishes and at the same time, allow the long-term benefits to take effect to cut down on the oil your skin produces. And if your complexion is super sensitive or more on the combination side, it can be good to look for hydrating options such as hyaluronic acid and/or glycerin.
- SPF: Some primers offer SPF coverage, or you could opt for a sunscreen that doubles as a primer; both are good ways to help streamline your routine. The big caveat: Make sure that the formula has at least the dermatologist-recommended SPF 30, otherwise you’ll still need to wear a separate sunscreen.
- Finish: Matte finishes are the default for oily skin. But matte doesn’t have to equal flat or chalky. Many of the mattifying primers today actually have more of a satin-like texture, so that your skin still looks, like, well skin. Others have a blurring effect that makes for a softer, more diffuse matte finish. And don’t fear hydration: The addition of hydrating ingredients (hyaluronic acid, glycerin, niacinamide) are important for keeping your skin balanced so it doesn't inadvertently end up producing more oil—and can impart a subtly dewy finish as well.
Your Questions, Answered
What causes oily skin?
“Oily skin is caused by an overproduction of sebum, which is natural oil produced by the sebaceous glands in the skin,” says Dr. Idriss. It’s not a dirty word by any means; everyone needs at least some amount of sebum to keep their skin moisturized and protected, she adds.Remember, a moisture-less, disrupted skin barrier leads to a trove of unpleasant side effects, like breakouts, inflammation, and dehydration. Of course, too much of it isn’t great either, leading to shiny T-zones or even worse, dull-looking makeup that's quick to pill or straight-up slide off. Which is where that primer for oily skin can come in super handy.
Is silicone- or water-based primer better for oily skin?
Ultimately, there is no hard and fast answer. It really comes down to personal preference and your individual skin. According to Dr. Idriss, silicone-based primers are more effective when it comes to controlling oil and shine throughout the day. They rely on ingredients like dimethicone, which is able to leave a smooth, silky texture on skin, while helping to fill in fine lines and large pores. The drawback? “Silicone-based primers have been known to pill if you’re applying it incorrectly or layering too many products,” she points out. (You can help counteract this by ensuring that the formula of your foundation matches that of your primer, i.e. both having silicone or not.)
On the flip side, water-based primers typically feel lighter than their silicone counterparts, says Dr. Idriss. “They tend to absorb quickly into the skin and may provide a more natural, weightless finish, whereas silicone primers blur imperfections and create a soft focus effect,” she explains.
When do you apply primer?
Skin care comes first, then makeup—and primer straddles the line, the in-between step. “Primers are your base for makeup, so this should be the last step of your skin care routine even after sunscreen in some cases,” says Dr. Idriss. Also worth noting: It’s usually a good move to wait a minute or two and let the primer dry fully before putting anything on top. It’s another good way to help avoid flaky, pilling makeup.
